Cable harness Hi-pot test problem

hi,
everyone!
This is yanjie from China. This is my first logging on this web.
Right now I am doing some cable harness hi pot test, which is really puzzled me:leakage currents in excess of the capacity of the test instrument(5MA).
My cable harness is just two connectors and a long cable with 5-pairs conductors. The result(especially the con to shield ) of the hi pot test (1000vrms,50Hz) is much bigger than the manual which just tell the numerical value without procedure.
Following the EU acquiescence(this is what I really have done),the con to shield part will be between the 5-pairs together and the shield,which induce the leakage currents in excess of the capacity of the test instrument.
I wonder if should test between one conductor and the shield,which is just follow the manual?
Are there any instructions in American to do the HI-pot test?
